job description

Join Solara Holdings Sdn Bhd as a Permitting Liaison Officer and play a pivotal role in accelerating Bali’s digital transformation by securing essential permits and approvals for cutting-edge fiber optic infrastructure deployment. This is a unique opportunity to bridge the gap between innovative telecom projects and regulatory compliance, ensuring seamless connectivity across Bali’s most dynamic regions.

In this role, you will act as the primary point of contact between our organization and government authorities, local municipalities, and regulatory bodies to facilitate the timely acquisition of permits, licenses, and clearances. Your expertise will directly contribute to expanding high-speed internet access, supporting Bali’s growing demand for reliable digital infrastructure in tourism, business, and residential sectors.

We offer a competitive salary, a collaborative work environment, and the chance to make a tangible impact on Indonesia’s telecom landscape. If you thrive in a fast-paced, detail-oriented role with a focus on stakeholder management and regulatory navigation, we’d love to hear from you.

Responsibility

  • Liaise with government agencies, local councils, and utility providers to obtain necessary permits, licenses, and approvals for fiber optic network deployment.
  • Prepare, submit, and track permit applications, environmental impact assessments, and compliance documents in accordance with Indonesian regulations.
  • Coordinate with internal teams (engineering, legal, and project management) to ensure alignment on timelines, requirements, and regulatory obligations.
  • Monitor and report on the status of permit applications, escalating delays or issues to senior management with proposed solutions.
  • Conduct site visits and pre-application meetings to assess feasibility and identify potential regulatory or community-related obstacles.
  • Maintain a centralized database of all permits, renewals, and compliance documentation for audit and reference purposes.
  • Stay updated on changes in local, regional, and national telecom regulations and advise the company on their implications.
  • Build and sustain strong relationships with key stakeholders to streamline approval processes and mitigate risks.

Qualifications

  • Bachelor’s degree in Law, Public Administration, Engineering, or a related field. Relevant experience may substitute for formal education.
  • Minimum 3 years of experience in permitting, regulatory compliance, or government liaison roles, preferably in telecom, construction, or infrastructure sectors.
  • Proven track record of successfully securing permits and approvals from Indonesian authorities for large-scale projects.
  • Strong understanding of Indonesian telecom regulations, land-use policies, and environmental laws.
  • Excellent communication, negotiation, and interpersonal skills to engage with officials, community leaders, and internal teams.
  • Fluency in English and Bahasa Indonesia (written and verbal) is mandatory.
  • Detail-oriented with exceptional organizational and time-management skills to handle multiple applications simultaneously.
  • Proficiency in Microsoft Office, project management tools, and permit tracking software.
