The Municipal Government of Mogpog, Marinduque is seeking a dedicated and highly analytical professional to join our team as a Municipal Budget Officer (MGDH I). In this critical leadership role, you will be responsible for providing technical advice to the Municipal Mayor and the Sangguniang Bayan on all matters pertaining to the fiscal management of the municipality.
As the head of the Budget Office, you will play a pivotal role in the preparation, execution, and monitoring of the municipal budget. We are looking for an expert in public financial management who is committed to transparency, efficiency, and the long-term economic stability of our local government unit. You will lead a team in ensuring that all financial operations comply with government accounting rules, auditing standards, and Civil Service regulations.
Responsibility
- Prepare and submit the annual municipal budget proposals in coordination with department heads.
- Review and analyze the budgetary requirements of all municipal offices to ensure alignment with development goals.
- Monitor the execution of the budget to ensure compliance with appropriations and legal limitations.
- Coordinate with the Municipal Treasurer and Accountant to reconcile financial records and fund availability.
- Prepare periodic budgetary reports and performance assessments for submission to the Mayor and the Sangguniang Bayan.
- Provide technical assistance and capacity building to local offices regarding budget preparation and utilization.
- Ensure all financial transactions adhere to DBM and COA guidelines.
Qualifications
- Bachelor’s degree in Public Administration, Management, Economics, Finance, or a related field.
- Relevant experience in government budget management or public finance.
- Eligibility: Must possess appropriate Career Service Professional Eligibility (Second Level) or RA 1080 eligibility.
- Deep understanding of the Local Government Code of 1991 and national budgeting processes.
- Strong analytical, leadership, and interpersonal communication skills.
- Proficiency in computer applications, particularly in spreadsheet software and government financial systems.
- High integrity and dedication to public service.
