Join a dynamic, fast-growing cross-border technology company as our HR & General Affairs (HRGA) Manager in Bali! This is a unique opportunity to build our Indonesia operations from the ground up, shaping HR policies, compliance, and team culture in one of Southeast Asia’s most vibrant business hubs.
As the first HR leader in our Bali office, you’ll play a pivotal role in scaling our local team, ensuring smooth onboarding, payroll, and legal compliance while bridging communication between our Indonesian and Chinese stakeholders. Your expertise in Indonesian labor laws, taxation (PPh21), and social security (BPJS) will be critical, as will your ability to navigate work permits (KITAS) and government relations.

Responsibility
- Talent Acquisition & Onboarding: Lead end-to-end hiring processes, from sourcing and interviewing to onboarding, ensuring a seamless experience for new hires.
- Payroll & Compliance: Manage monthly payroll, BPJS (health and social security), and PPh21 tax calculations in compliance with Indonesian regulations.
- Work Permits & Visa Management: Oversee KITAS applications, renewals, and other work permit processes for expatriate and local employees.
- Government & Legal Liaison: Act as the primary point of contact for government agencies, ensuring all corporate and employment-related documentation is accurate and up to date.
- HR Policy Development: Design and implement HR policies, employee handbooks, and SOPs tailored to Indonesia’s labor laws and company culture.
- Employee Relations: Foster a positive work environment, address employee concerns, and mediate conflicts to maintain high morale and productivity.
- Cross-Border Coordination: Facilitate communication between Bali and HQ (China), translating business needs and ensuring alignment on HR strategies.
- Office Administration: Oversee general affairs, including office setup, vendor management, and adherence to local business regulations.
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, Law, or a related field. Master’s degree or HR certification (e.g., SHRM, CIPD) is a plus.
- 5+ years of HR experience, with at least 2 years in a managerial role, preferably in a multinational or cross-border environment.
- Fluent in Mandarin and English (written and verbal) – non-negotiable for stakeholder communication.
- Deep knowledge of Indonesian labor laws, including BPJS, PPh21, and KITAS processes.
- Proven experience in payroll management and familiarity with local payroll software (e.g., Gajihub, Talenta).
- Strong negotiation and interpersonal skills, with the ability to build trust with employees, management, and government officials.
- Startup mindset: Comfortable with ambiguity, proactive in problem-solving, and able to work independently in a fast-paced environment.
- Local network: Existing connections with Bali-based recruitment agencies, legal firms, or government offices are highly advantageous.
