Northern Iloilo State University is seeking a highly organized and detail-oriented professional to join our team as an Administrative Officer V (Budget Officer III). Responsibility
- Lead the preparation and consolidation of the annual budget proposals for various university departments.
- Monitor and analyze budget utilization rates to identify variances and implement corrective financial measures.
- Provide technical assistance and guidance to department heads regarding budget policies and financial reporting standards.
- Prepare periodic financial performance reports for submission to university management and oversight government agencies.
- Ensure strict adherence to government accounting and auditing rules, including DBM and COA circulars.
- Coordinate with stakeholders to prioritize resource allocation based on institutional goals and strategic development plans.
- Maintain comprehensive documentation and audit trails for all budgetary adjustments and reallocations.
Qualifications
- Bachelor’s degree in Business Administration, Finance, Accountancy, or a related field.
- At least 3-5 years of progressive experience in budgeting, financial management, or government accounting.
- Demonstrated knowledge of the Philippine government budgetary process and fiscal regulations.
- Strong proficiency in Microsoft Excel and financial management information systems.
- Excellent analytical, interpersonal, and communication skills to effectively collaborate with diverse teams.
- Ability to work under tight deadlines and manage complex financial data with high accuracy.
- Relevant Civil Service Eligibility (Professional) or equivalent PRC license.
