Responsibility

  • Provide specialized technical advice on ICT and development-related projects under the PALMSS 2 framework.
  • Conduct rapid assessments, research, and analysis to inform program strategies and decision-making.

Qualifications

  • Minimum 10 years of experience in ICT, development consulting, or a related field, with a focus on Southeast Asia.
  • Proven track record of delivering high-impact advisory services for international donors, governments, or NGOs.
  • Strong analytical, research, and report-writing skills with the ability to synthesize complex information.
  • Experience working on Australian Government-funded programs (e.g., DFAT) is highly desirable.
  • Excellent communication and stakeholder engagement skills, with fluency in English (additional regional languages a plus).
  • Ability to work independently and collaboratively in fast-paced, remote settings.
  • Advanced degree (Master’s or PhD) in ICT, Development Studies, Economics, or a related discipline is preferred.
